Motorcycle licence in Tunisia: everything that has changed since the 2021 decree

Motorcycle licence Tunisia

Scooters and motorcycles are now everywhere on Tunisian roads. Whether for daily commuting, home deliveries or getting around town, two-wheelers are winning over more and more riders. Yet many people still do not know which licence is required to ride legally.

Since the reform came into force in 2021, the categories of motorcycle licence have changed. Here is everything you need to know before taking to the road.

There are two categories of motorcycle licence

Since the 2021 decree, Tunisia has distinguished between two licence categories for two-wheelers.

The AA licence is the one that concerns the vast majority of riders. It allows you to ride mopeds, scooters and motorised bicycles, as well as to drive tricycles, light quad bikes and microcars. Before the reform, this category was known as the A1 licence, but its official name is now AA.

The A licence is reserved for motorcycles with a larger engine capacity, that is to say those above 125 cc.

Which licence do you need for your vehicle?

Vehicle Engine capacity Licence required Minimum age
Moped or small scooter≤ 50 ccAA16 years old
Scooter or light motorcycle50 to 125 ccAA16 years old
Microcar≤ 50 ccAA16 years old
Tricycle or motorised quad bike≤ 125 ccAA16 years old
Large-capacity motorcycle> 125 ccA18 years old
💡

In practice, if your vehicle has an engine and fewer than four wheels, you must hold the corresponding licence in order to ride or drive legally.

How do you obtain a motorcycle licence?

The first step is to submit an application file to the ATTT, either directly or through a driving school. The file generally includes the following documents:

  • A copy of your national identity card
  • Passport photos
  • A medical certificate
  • The official ATTT form
⚠️

Since 1 September 2025, a new rule has been in force: all AA licence candidates must now provide a signed training contract with a driving school, even though this licence does not include a practical test.

For the AA licence, only the driving theory test is compulsory. The test is taken on a computer, lasts around thirty minutes and can be sat in Arabic or in French.

The A licence, on the other hand, involves two stages: the theory test on road rules, followed by a practical driving test.

How much does a motorcycle licence cost?

💰 The enrolment fee for the driving theory test with the ATTT is around 25 dinars.

As the AA licence does not include a practical test, there are no compulsory driving lessons to pay for. Its cost therefore remains far lower than that of the B licence, for which the price generally ranges between 1 280 and 4 080 dinars depending on the driving school.

✅

Once obtained, the motorcycle licence is valid for 10 years.

Are motorcyclists really all compliant?

In theory, all the two-wheeler riders concerned were required to comply with the regulations from January 2024. On the ground, the situation is very different.

Tunisia today has close to 2 million motorcycles on the road, but only 20 000 are reportedly officially registered, according to figures from the National Road Safety Observatory. In other words, barely 1% of the fleet would be fully compliant.

❌

Riding without a licence remains an offence punishable by a fine of between 100 and 500 dinars, with a sentence of up to six months in prison, under Article 86 of the Road Traffic Code.

Why are there so many motorcycles today?

The rise of two-wheelers can be explained by several factors:

  • The massive arrival of affordable Chinese scooters and motorcycles, which has made these vehicles accessible to a wide public.
  • The growth of delivery platforms such as Glovo and Yassir, which has created strong demand for this type of transport.
  • How easy it is to quickly acquire a scooter for work, particularly among young people.

This growth has happened far faster than the development of training and enforcement, which partly explains the current difficulties.

Road safety: worrying figures

Two-wheelers are now one of the main road safety concerns.

  • In 2025, two-wheelers became the leading category of vehicle involved in fatal accidents in Tunisia, with 469 deaths recorded by the ONSR.
  • By mid-2026, motorcyclists already accounted for close to 40% of people killed on the country's roads.
According to the WHO Global Status Report 2026, a correctly fastened helmet sharply reduces the risk of death and considerably decreases serious head injuries.

Despite this, helmet use remains insufficient on Tunisian roads.

What comes next

The authorities are planning several measures to improve safety and better regulate the two-wheeler fleet:

  • Making motorcycle registration universal.
  • The introduction of a compulsory technical inspection.
  • An insurance reform to make cover easier to obtain for motorcycles above 50 cc.
  • Stepped-up enforcement campaigns and stricter penalties for non-compliant vehicles.

In summary

✅

The AA motorcycle licence is available from the age of 16, requires only a pass in the driving theory test and costs around 25 dinars in enrolment fees. It is one of the most affordable driving licences in Tunisia.

The main challenge is therefore not obtaining the licence, but ensuring that all riders and drivers comply with the road rules in order to improve road safety.
